Fully loaded
Also called loaded rate, burdened rate, all-in hourly.
Fully loaded means the hourly already includes a public view of burden, overhead, and margin. It is the charge-out, not the wage, and not a quote you can paste onto a LEM.
Loaded cost versus loaded sell
Contractors use “loaded” both ways. Burdened cost is wage plus payroll load. Charge-out is that cost plus overhead and profit, recovered over billable hours. Rates by SubTrack is the sell side — T&M charge-out.
What is still extra
Overtime premiums, shift differential, camp, mobilization, fuel on bare iron, disposal on hydrovac, and materials. If it is not in the row description, do not assume it is in the number.

Is fully loaded the same as prevailing wage?
No. Prevailing wage is a statutory package. Fully loaded here means a blended T&M sell rate.
Does fully loaded include overtime?
The published range is a straight-time style charge-out. OT rules belong on your sheet.
